The News

Amnesty International has named 87 Iranian officials it says oversaw a campaign of killing, torture and sexual violence against protesters, and called for them to be investigated for crimes against humanity.

The human rights group says it built the case on testimony from 270 witnesses and survivors, along with leaked documents.

The report, published Wednesday, focuses on the crackdown that crushed Iran's women's rights protests in 2022 — and argues it laid the groundwork for the deadlier killings of protesters Iran has seen this year.

The Numbers

87 — officials named by Amnesty as having overseen the crackdown.

270 — witnesses and survivors whose testimony the report draws on.

Timeline

2022

Iranian security forces move against nationwide women's rights protests. Amnesty says the response was a coordinated campaign of killing, torture and sexual abuse, not the work of rogue officers.

2026

The Guardian reports that the 2022 crackdown paved the way for more brutal killings of protesters in Iran this year.

Sept. 16, 2026

Amnesty publishes the report naming the 87 officials and calls for criminal investigations for crimes against humanity.

Reactions

Amnesty International is explicit about what it wants: the 87 named officials investigated for crimes against humanity, not merely condemned.

The Guardian's account of the report says the violence was coordinated by Iranian security forces rather than improvised, citing leaked documents and survivor testimony.

Iran International frames the sexual violence as a deliberate tool — systematic abuse used to suppress the 2022 protests rather than an incidental byproduct of the crackdown.

The Daily Mail, reporting the same findings, described the named men as the regime's enforcers in a campaign of killing, torture and rape.

What's Next

Amnesty's demand now sits with governments and international prosecutors: naming officials has no legal force on its own, and any case against the 87 would depend on outside jurisdictions taking it up.

Iran has not been shown to cooperate with such investigations, so the practical questions are whether foreign governments act on the list — through sanctions or prosecutions — and whether the documented pattern from 2022 is applied to this year's killings.
