Google Pours $15B Into Finland AI Data Centers

The News

Alphabet's Google said Wednesday it will invest at least €13 billion ($15.1 billion) in artificial intelligence infrastructure in Finland over the next two years — the company's single largest investment in Europe.

The money goes to data centers, electricity grid improvements and clean energy and battery projects that power Gemini, Search, Maps and YouTube, according to a company statement reported by Reuters.

Google is not alone. TikTok, owned by Beijing-headquartered ByteDance, will take roughly 150 megawatts of capacity from a new Finnish data center site, CNBC reported Tuesday — one of several projects turning the country into Europe's cheapest place to run AI.

The Numbers

Google says the Finnish build will add about $3.6 billion to Finland's GDP during construction and support some 7,000 jobs annually once operational. Alphabet raised its global investment this year to between $195 billion and $205 billion, per Reuters.

Timeline

September 2025

Construction begins on the first phase of the Kouvola, Finland data center being built by Hyperco, which will provide 50 megawatts of capacity and is due to be completed in 2027, according to an economic impact report cited by CNBC. TikTok had announced a €1 billion investment in the Kouvola site, without disclosing capacity at the time.

March 2026

Nebius unveils plans to build one of Europe's largest AI factories in Finland.

April 2026

TikTok says it will invest an additional €1 billion in another data center in Lahti, Finland, also under Project Clover.

Reactions

"The new digital infrastructure will serve as building blocks for Finnish and broader European digital readiness, innovation, and AI development," Google said in its statement.

Finland's Prime Minister Petteri Orpo called Google's decision "a clear testament to our strengths." He added: "The value of the data economy extends far beyond direct investment into spurring innovation, research, and development."

TikTok told CNBC it will only become a tenant of the Kouvola facility once it is available for use, adding that "once up and running, the data center is intended to form part of Project Clover." Hyperco has been approached for comment, CNBC said.

What's Next

Google's spending is scheduled for 2027 and 2028, with the jobs figure tied to the sites once they are running.

Phase one of the Kouvola facility — 50 megawatts — is due for completion in 2027. Phase two will add another 100 megawatts, according to the report cited by CNBC.

Nvidia is also working to catalyze Nordic deals, trying to connect companies holding its graphics processing units with data center operators that have capacity to deploy them, sources previously told CNBC.

Finland's pull is physical, not political. Its cold climate makes cooling data centers cheaper and it has large amounts of low-carbon electricity, Reuters reported — plus available land and power that are in short supply across most of Europe. Microsoft and ByteDance have both moved in seeking lower energy costs and climate targets.

For TikTok, the Finnish buildout is also a data-security play: Project Clover is the company's €12 billion effort to strengthen protections for European user data, according to CNBC.

The wider bet is enormous. PwC told Semafor that AI infrastructure is unusual because servers and GPUs must be swapped out regularly, meaning investment is set to accelerate rather than taper.
