UK Advisers: Heathrow Runway Clashes With Climate Goals

The News
Britain's government climate advisers say a third runway at Heathrow Airport cannot go ahead under current climate policy unless airlines are forced to take full responsibility for their emissions.
The Climate Change Committee, the statutory body that advises ministers, said there is no credible pathway to expansion that still meets the UK's legally binding 2050 net-zero target as policy stands today.
Its remedy — make polluters pay — would push the cost of decarbonizing flight onto ticket prices, cutting demand and funding cleaner technology.
The Numbers
The committee estimates that by 2050 the approach would add about £150 to a return flight to Spain and about £400 to a return flight to New York.
Sustainable aviation fuel currently accounts for less than 1% of global jet fuel use.
UK aviation emissions have doubled since 1990 even as the country's overall emissions were cut roughly in half.
Timeline
The baseline year for UK climate accounting. Since then, total British emissions have fallen by about half while aviation emissions have doubled.
The Climate Change Committee publishes its advice: Heathrow expansion is incompatible with the UK's climate goals unless airlines are required to cover the full cost of their emissions. The committee calls for a 25-year net-zero aviation strategy and contingency plans in case key technologies fail to scale.
The government says it will weigh the advice alongside all responses to its Heathrow consultation.
Reactions
Climate Change Committee chairman Nigel Topping said the polluter pays principle has to apply if aviation is going to grow at all.
Tim Alderslade of Airlines UK warned that the approach risks pricing ordinary people out of air travel.
British right-leaning outlets framed the advice as a direct hit to household budgets. The Daily Mail reported the plan would add roughly £150 to a family holiday to Alicante by 2050; The Sun led on foreign holidays costing hundreds of pounds more.
What's Next
The government must decide whether to legislate to make airlines absorb the full cost of their emissions or leave the industry to manage its own decarbonization.
Ministers say the committee's advice will be judged against every response to the Heathrow consultation before a decision on the third runway.
The open question is whether sustainable aviation fuel — under 1% of global jet fuel today — can scale fast enough to make expansion and net zero fit together by 2050.
More
The fight is not really about concrete at Heathrow. It is about who absorbs the cost of cleaning up flying: the airlines, or the passenger at the booking screen.
For Americans, the number that travels is the transatlantic one — the committee's own estimate of about £400 added to a return New York flight by 2050.
The Sun noted the advice landed days after the prime minister approved a UK "tourist tax."
