UK Court Staff Snooped on Southport Victims' Files

The News
Staff at Britain's HM Courts and Tribunals Service accessed the private records of victims, survivors, witnesses and families of the Southport attack without any legitimate reason, the Ministry of Justice says.
The department called the snooping "completely unacceptable," apologized, and ordered an urgent investigation. It says sensitive and personal data was accessed in a limited number of cases.
The staff involved were not connected to the case. The breach happened in 2024 — but the people affected were only told this week.
What We Know
The Ministry of Justice has rated the breach as likely to pose a high risk to those affected. The Information Commissioner's Office, Britain's data regulator, has been informed.
It is the second unauthorized-access scandal involving Southport victims this year. In May it emerged that 48 NHS staff had separately accessed victims' medical records.
Timeline
Axel Rudakubana attacks a children's dance class in Southport, killing three girls and injuring ten other people.
Courts and tribunals service staff with no link to the case access the private details of victims, survivors and witnesses without authority.
A separate breach is revealed: 48 NHS staff accessed victims' medical records.
Disciplinary proceedings against the staff involved in the courts breach conclude, before the victims have been notified.
Prime Minister Andy Burnham is informed of the breach.
The Ministry of Justice confirms the breach publicly and apologizes; victims say they have only just been told.
Reactions
Leanne Lucas, the dance instructor who survived the attack, said she was "devastated and horrified" and called the delay in telling victims "a new low."
The Ministry of Justice described the breach as "completely unacceptable" and issued an apology to those affected.
Coverage across the British press does not divide on the facts: outlets from the BBC to the Daily Mail and The Independent report the same core account of the breach and the government's apology.
What's Next
Prime Minister Andy Burnham has directed Lord Chancellor Alex Norris to lead the investigation.
The Information Commissioner's Office has been notified and can open its own inquiry into how the records were accessed.
Two questions remain unanswered: how many people's records were viewed and what data was seen — and why victims were not told until after the internal disciplinary process had already closed.
More
The attack that produced these records was one of the worst crimes against children in recent British history. Rudakubana killed three girls and injured ten other people at the dance class in July 2024.
The victims and witnesses whose files were opened are the same people the justice system was built to protect.
