The Treasury Department sanctioned VTB Bank on Monday, accusing Russia's second-largest financial institution of helping Iran evade economic restrictions.
The action, taken by Treasury's Office of Foreign Assets Control, redesignates a bank already under U.S. sanctions — layering Iran-related penalties on top of the ones imposed over Moscow's invasion of Ukraine.
